2. Key Notes on Preparing and Retaining Construction Completion Dossiers

Under Article 28 of Decree No. 207/2026/ND-CP, project owners and other parties involved in construction should pay attention to the following requirements:

  • Responsibility for dossier preparation: The project owner is responsible for organizing the preparation of the construction completion dossier after the completed construction work or work item has been accepted, and for ensuring the accuracy and truthfulness of the dossier. Contractors are responsible for the documents they prepare.
  • Language: The dossier must be prepared in Vietnamese. For projects involving foreign parties, the parties may agree to use English or another foreign language in addition to Vietnamese.
  • Scope of dossier preparation: A single dossier may be prepared for the entire project if the construction works or work items are put into use at the same time. If they are put into use at different times, separate dossiers may be prepared.
  • Document retention: The project owner is responsible for preparing and retaining one set of construction completion documents. Other participating parties must retain documents relating to their respective work. Documents must be retained in original and electronic copy formats in accordance with regulations.

3. Important Considerations When Applying the Document Checklist

Not every construction project requires all the documents listed above. The required documents should be determined based on the type of construction works, investment scope, procedures completed, and the applicable requirements for each document.

For project owners, construction supervision consultants, and construction contractors, collecting, reviewing, and retaining documents throughout project implementation can help prevent missing documentation during completion acceptance, handover, and commissioning.

The checklist in Appendix VII should also be reviewed together with relevant regulations on construction quality management and acceptance to ensure that the completion dossier meets the requirements applicable to each specific project.
